Dear Valued Customers,

We wish to inform you that the Philippine Ports Authority (PPA) will be implementing revised rules governing the commencement of the free storage period and the assessment of storage charges for both containerized cargoes and empty containers across all government ports under its jurisdiction.

These changes are in accordance with PPA Administrative Order No. 005-2025, which started 21st of August 2025. The updated guidelines aim to streamline port operations, promote efficient cargo handling, and ensure uniformity in the application of storage policies throughout PPA-managed facilities.

Free Storage period for Containerized Cargoes and Empty Containers.

 

FREE TIME PERIOD

IMPORT

5 Days equivalent to 120 hours

EXPORT

4 Days equivalent to 96 hours


Previous Policy

New Policy (AO 005-2025)

Import Containers

FSP: 5 calendar days starting after full discharge of cargo from the vessel

FSP: 5 days = 120 hours, starting from actual day and time of container discharge from the vessel

Charges start: 6th day at 0001h (or 0701h in Manila ports)

Charges start: After 120 hours; storage charged per calendar day,

fraction = 1 day

Export Containers

FSP: 4 calendar days starting after cargo entry

FSP: 4 days = 96 hours, starting from actual day and time of gate-in

Charges start: Day after FSP ends

Charges start: After 96 hours; storage charged per calendar day,

 fraction = 1 day

Foreign Transshipment

FSP: 15 calendar days

FSP: 15 days = 360 hours, starting from actual day and time of discharge

Charges start: Day after FSP ends

Charges start: After 360 hours; storage charged per calendar day,

fraction = 1 day

Inbound Domestic

FSP: 2 calendar days starting after cargo entry

FSP: 2 days = 48 hours, starting from actual day and time of discharge

Charges start: Day after FSP ends

Charges start: After 48 hours; storage charged per calendar day,

fraction = 1 day

Outbound Domestic

FSP: 2 calendar days starting after cargo entry

FSP: 2 days = 48 hours, starting from actual day and time of gate-in

Charges start: Day after FSP ends

Charges start: After 48 hours; storage charged per calendar day,

fraction = 1 day

Shut-out Domestic

FSP: 2 calendar days starting after cargo entry

FSP: 2 days = 48 hours, starting from actual day and time of gate-in

Charges start: Day after FSP ends

Charges start: After 48 hours; storage charged per calendar day,

fraction = 1 day


  • FSP now starts at the exact time of cargo movement (discharge or gate-in), not the next day.
  • “Day” in AO 005-2025 is defined as 24 hours, starting from the exact time of discharge or gate-in.
  • Storage charges are assessed immediately after the FSP ends, based on hours rather than calendar days.
  • Fraction of a day (e.g., 1 hour past FSP) is counted as one full day for billing.
  • Real-time monitoring via PPA’s iPorts system is being implemented for accuracy
